11-46     An ordinance amending the Zoning Ordinance (Ordinance No. 07-27) of the City of Harlingen:   to issue a Specific Use Permit (“SUP”) to Juan Zavala, allow a Bar/Lounge in Light Industry (“LI”) zoning district located at 1510 N. Commerce Street, bearing a legal description of Lot 1, Block 1, out of Harlingen Casa Blanca Subdivision, with the following conditions :   (1) the subject property shall provide and maintain a minimum of 13 parking spaces on site, to include on1 (1) handicap parking space, in good condition, while in operation.   In the event that the parking lot is ever found to be in disrepair by the Planning and Zoning Department, the number of parking spaces is reduced, or the number of seats is increased, the bar/lounge shall cease to operate until such parking is fixed and/or provided.   Failure to provide and maintain the minimum number of spaces required on site shall result in the automatic repeal of this sup ordinance; (2) the applicant shall obtain all necessary permits prior to opening the bar/lounge for operation, to include all applicable health, building and/or re-occupancy permits; (3) a licensed security guard during peak hours of operation (Thursday-Saturday 9:00 pm to 2:00 am) and appropriate lighting on all buildings entrances/exits, and on-site parking area shall be provided on premises to ensure the safety, health and welfare of patrons, residents, and business and property owners of the City of Harlingen; and (4) provide video surveillance of all entrances/exits and parking lots.   A specific use permit (“SUP”) for the location stated above will be issued for the duration of one (1) year, at which time the specific use permit (“SUP”) will be revaluated by the Planning and Zoning Commission and the City Commission to ensure compliance.   09/21/11   10/05/11

11-56   Ordinance authorizing the issuance of City of Harlingen, Texas General Obligation Refunding Bonds, Series 2011, approving and authorizing the execution of an escrow agreement, a paying agent/registrar agreement, a purchase contract and other instruments and procedures related thereto, delegating authority to the Mayor or the City Manager to select outstanding bonds to be refunded and approve all final terms of the bonds, approving an official statement, and calling certain bonds for redemption.     11/21/11   12/07/11

11-58   Ordinance amending the Zoning Ordinance No. 07-27 of the City of Harlingen to issue a Specific Use Permit (SUP) to Craig Miller, to amend the Specific Use Permit issued under Ordinance No. 90-74 for a wrecking and salvage yard from 8.67 acres to 6.41+/- acres out of Block 7, F.Z. Bishop Campbell Lands Subdivision and allow a Specific Use Permit to allow a recycling center (ferous metal) and wrecking and salvage yard in LI District, located on Roosevelt Road west of Expressway 77, bearing a legal description of 1.0 acres out of Block 8, and 2.263+/_ acres out of an 8.94 acre tract out of Block 7, F.Z. Bishop Campbell Lands Subdivision with the following conditions; (1) the building shall comply with all applicable Fire Code regulations as determined by the Fire Department prior to the issuance of the CO; (2) the applicant shall comply with all Environmental Services Department standards and must obtain all applicable state permits prior to the issuance of the CO (3) the applicant shall obt6ain the proper permits from the Chief of Police and Cameron County; (4) the applicant shall provide and maintain the required parking in accordance with City regulations; (5) a 10-foot solid fence and a 5-foot landscape buffer with a minimum of 4 inch caliper trees or sable palms shall be provided along the perimeter of the property .     12/07/11   12/27/11
