The duties of the Senior Citizens Advisory Board shall be to:
  •  Provide a liaison between senior citizens and the Elective Commission.
  • Advise the Elective Commission on the needs of senior citizens, the resources available to local senior citizens, and programs that could benefit the needs of local senior citizens and their families.    
  •  Advise the Elective Commission on federal and state legislative priorities involving senior citizen issues.    
  • Serve as a network for the exchange of information relative to senior citizens’ activities.    
  • Promote and organize involvement in senior citizens’ related events and functions within the city.    
  •  Make reports and recommendations to the Elective Commission regarding issues affecting senior citizens.   
      Membership
      The Senior Citizens Advisory Board shall consist of eleven members.  Six appointees shall be 55 years of age or older and the remaining five appointees shall each represent an organization that fund or provide services to senior citizens or represent a mobile home park for senior citizens or other retirement community within the City of Harlingen.  Each appointee to said Board shall be a resident of Harlingen or work or operate a business in Harlingen; and of good moral character and demonstrate an interest in the general welfare of the city.
             
      The Mayor and Commissioners shall each appoint one member to the Board who are 55 years of age or older.  Each Commissioner shall also appoint one member to the Board who represents an organization that funds provides services to senior citizens within the City of Harlingen.  Each board member may serve a maximum term of three years, but in no case shall the term of any board member exceed the term of office of the Mayor or Commissioner making the appointment.  The City Manager shall appoint a city employee to serve as an ex-officio member to this board with no voting privileges.
             
      If a member of the Board vacates office during his or her term the Mayor or Commissioner making such appointment shall appoint a replacement who shall serve for a term not to exceed the remaining term of Office of the Mayor or Commissioner making said replacement appointment.  Appointee shall forfeit his or her office if such appointee fails to attend three consecutive meetings in a calendar year.
      The members of the Senior Citizens Advisory Board shall elect from its membership a chairperson who shall not vote except to break a tie.  The Board shall establish rules and regulations for its meetings and conducting its authorized operations as herein provided for.  Six members present at a meeting shall constitute a quorum.
