Every metropolitan planning organization is required by federal law to have a current Metropolitan Transportation Plan. This is a transportation-planning document that outlines the transportation needs within an MPO for a 20-year horizon. The document addresses all modes of transportation: air, water, transit, and of course roads, but it only addresses roads that are classified by the Texas Department of Transportation as collector or above. The plan must be fiscally constrained. This means that there cannot be more roadway projects for an area than there can reasonably be anticipated funding to construct. The Harlingen-San Benito Metropolitan Transportation Plan lists roadway projects in two categories: funded and un-funded. All road projects were ranked based on specific criteria, and anticipated funds were allocated to these projects until the projected funds were distributed. Those projects that did not rank high enough to receive any projected funds are included in the un-funded section of the Plan. Projects must be in the Metropolitan Transportation Plan before they can be eligible for federal construction funds. The Plan is updated every five years, and the process involves significant public involvement. We are currently undergoing the UPDATE PROCESS.
The attached map shows the 2005-2030 Metropolitan Transportation Plan for the Harlingen-San Benito MPO by the different types of projects, e.g. rehabilitation projects, new location projects, etc. This map only shows the projects that ranked high enough to be included in the funded section of the plan. A project tables is also included. This table lists all the road improvements anticipated at this time for the Harlingen-San Benito MPO between 2005 and 2030, whether or not they currently have a funding source.
